Philippine National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) Director, PBGEN SAMUEL C NACION, announces the arrest of PLT JOHN KEVIN RAMOS MENES a member of Philippine Drug Enforcement Group (PDEG) for the crime of Estafa, followed by the arrest of an active PNP member identified as PCpl Tito Enrico Antiporta Jr currently assigned at Station 1, Marikina Police Station by virtue of warrant of arrest for the crime of Violence Against Women and their Children Act of 2004 (RA 9262), Pat Thomas Janssen Calalang Tulio for violation of Omnibus Election Code as amended in relation to Commission on Elections Resolution No. 9385 and PCpl Rhoroa Prieto Bombita for the crime of Estafa and Syndicated Estafa.

“The operation was part of the PNP’s ongoing PNP Internal Cleansing Program aimed at penalizing erring members of the organization defying strict directives and policies. The PNP-IMEG will not tolerate misdeeds of PNP personnel. This is a semblance of what we call cleaning our ranks specially those who are corrupt and undisciplined police personnel. We cannot allow this incident to tarnish the good performance, credibility established by the Philippine National Police,” PBGEN NACION said in a press statement.

The joint elements of IMEG-National Capital Region Field Units (NCRFU) under the direct supervision of OIC IMEG National Capital Region Field Units PLTCOL D’ARTAGNAN D KATALBAS, JR, together with PCOL MARLOU MARTINEZ, Deputy Director for Administration, Philippine Drug Enforcement Group executed and arrested PLT JOHN KEVIN RAMOS MENES (Active) by virtue of Warrant of Arrest issued by Hon. Fricia Carillo Gomez of MTC Branch 15 Manila for the crime of Estafa with Criminal. Case No. M-MNL-22-13969-CR.

“The operation was launched through an informant who gave his whereabout and exact location. The accused was recently figured in an entrapment operation launched by his Unit for engaging E-Sabong which is prohibited among our personnel,” PBGEN NACION added.

Another PNP active member was also arrested 4 hours after the arrest of PLT Menes. The suspect was identified as PCpl Tito Enrico Antiporta, Jr currently assigned at Station 1, Marikina Police Station, Southern Police District. Team National Capital Region Police Field Unit under the direct supervision of PLTCOL D’ARTAGNAN D KATALBAS JR on the strength of a warrant issued by Hon. Armando Legua Rosadiño Of Regional Trial Court Of Allen Northern Samar for the Crime Of Violence Against Women And their Children Act of 2004 (Section 5 (1) of RA 9262 with bail recommended amounting to Php24, 000.00.

“We are intensifying our efforts to remove from our ranks members who have violated the law. There is no room for leniency, we will not allow those with violation of our laws continue to enjoy their freedom and salaries from being a PNP personnel. They must pay the consequences of their actions in the full extent of the law,” PBGEN NACION said.

Another Team from IMEG-NCRFU led by PCPT LEONARDO ROWEL M DULAY JR together with the personnel of District Intelligence Division-National Police District has once again arrested another former PNP member identified as Pat Thomas Janssen Calalang Tulio by the strength of a Warrant of Arrest issued by Hon. Judge ZALDY DOCENA of Regional Trial Court Branch 170, Malabon City under criminal case number 13-0164-MN dated December 18, 2015 with bail recommended amounting to Php12,000.00 for Violation of Omnibus Election Code as amended in relation to Commission on Elections Resolution No. 9385 today June 17, 2022 at about 02:20 PM at 10th Avenue, 3rd Street, Caloocan City.

“The suspect was arrested for carrying a 99Mm Cal of firearm despite of election gun ban, during a dispute between him and his Live-in-partner last January 26, 2013 in Brgy Potrero, Malabon City. The incident was responded by elements of Malabon PNP. During the arrest, subject person failed to present any documents that authorized him to carry or exempts him from the gun ban,” PBGEN NACION added.

“He was previously involved in extortion activities, a cause of his dismissal from the PNP service. He was about to leave the country to continue his work being a seaman but it’s a good timing that we are able to effect arrest so we could made him take responsibility for his violation,” Director, IMEG said.

On June 23, 2022 at about 6:00 PM joint elements of Team Eastern and Team Manila lead by OIC, National Capital Region Field Unit PLTCOL D’ARTAGNAN KATALBAS, successfully served the service of Two (2) Warrants of Arrest for the Crime of Estafa and Syndicated Estafa issued by Hon. Dinah Jean San Antonio Cornejo, Presiding Judge, Regional Trial Court, 12th Judicial Region, Branch 55, General Santos City, South, Cotabato under Criminal Case Number 21-34444 with bail recommended amounting to Php120,000.00 dated June 16, 2022 and Criminal Case Number 21-34445 with no bail recommended dated June 16, 2022.

“PCpl Rhodora Prieto Bombita was already detained at the PNP, Camp BGen Rafael T Crame, Quezon City last February 2021 for the crime of swindling (Estafa) (RPC Article 315 as Amended by PD 1689) Syndicated Estafa under Criminal Case Number 20-32298 of the 12th Judicial Region, Regional Trial Court, Branch 59, General Santos City, South Cotabato. In addition, subject person was involved in a pyramiding scam (Plan Pro Matrix) in the areas of Region 12 wherein her victims were PNP personnel and civilians employee.” PBGEN NACION said.

Said wanted person was immediately informed of their constitutional rights and the nature of his arrest and subsequently brought to IMEG Headquarters for documentation prior return of the Warrant of Arrest to the court of origin.
