Despite the strict reminders of the Philippine National Police-Integrity Monitoring and Enforcement Group (PNP-IMEG) that NO PNP member should be involved in any crooked activity, there are still few members of the PNP who go against our reminders, that stains our ranks.
In a report submitted to the Chief, PNP, PGEN BENJAMIN C ACORDA, JR, on May 9, 2023 at about 3:50 PM, joint elements of Counter Intelligence Division-IMEG (Lead Unit), together with Camp Security Escort Unit (CSEU) and Investigation and Intelligence Division (IID), Headquarters Support Service (HSS), flagged down the vehicle described as one Honda color golden brown with Plate No. AEA 9728, suspected to be a recovered vehicle that was submitted as evidence in court. The driver was later identified as PSSg Clifton Barut De Leon, presently assigned at Personnel Holding and Accounting Unit (PHAU), Directorate for Personnel and Records Management (DPRM).
The operation emanated from the SMS complaint received by this Group with Control Number: 050823-FAC and Validation No. 25 dated May 8, 2023 for alleged involvement in anomalies of PSSg De Leon, using the evidence/recovered vehicle for personal use.
During the search in the vehicle conducted by the Investigator-On-Case of this Group, the following items were confiscated:
a. One piece 2023 HSS Decal/Vehicle Pass (counterfeit);
b. One OR/CR Honda City Sedan AEA 9728, Gold Brown from Globe Telecom Inc.; and
c. One Unit Honda City with Manual Transmission.
PSSg Clifton B De Leon was turned over to PMAJ FELIX P EVIDOR, JR, Chief, Detail/Secondment Section, DPRM in good physical and mental condition. Currently, this Group is preparing the documentary requirements needed for filing of administrative complaint against the aforementioned PNP personnel at the Internal Affairs Service (IAS) and appropriate criminal complaints against the same PNCO after the conduct of thorough investigation.
“The Integrity Monitoring and Enforcement Group (IMEG) together with the Directorate for Intelligence (DI) shall monitor illegal activities committed by our personnel. Internal Affairs Service (IAS) shall play a very active role in prosecuting hardheaded personnel who will refuse to toe the line,” CPNP, PGEN ACORDA, JR said in his statement.
Further, the confiscated vehicle is now under the custody of IMEG Headquarters, Camp BGen Rafael T Crame, Quezon City for documentation and proper disposition.
“Sa kabila ng mahigpit na pagpapaala-ala ng PNP-IMEG na huwag masangkot ang sino mang miyembro ng kapulisan sa ano mang baluktot na gawain ay mayroon pa ring mga iilang miyembro ng kapulisan ang tumataliwas sa mga paalala namin, kaya naman ang aming hanay ay hindi kukunsintihin ang ano mang iregularidad na gawain lalo’t higit ito ay para sa sariling interes lamang.” PCOL ROSETE, said.###
