In the second week of May, the PNP IMEG again served an arrest warrant that resulted in a successful arrest of an active member of the PNP identified as PSMS Ruben E Manongdo for alleged offense of Acts of Lasciviousness.

In a report submitted to the Chief, PNP, PGEN BENJAMIN C ACORDA, JR, on May 9, 2023 at about 10:30 PM, joint elements of Team 1, Luzon Field Unit-IMEG (Lead Unit), together with Team 2 and 4B-IMEG, Calasiao Municipal Police Station, and Intelligence Section, Regional Training Center 1 served the Warrant of Arrest at RTC 1, Brgy. Poblacion, Aringay, La Union against PSMS Ruben E Manongdo for Acts of Lasciviousness under Art. 336 of the Revised Penal Code with bail recommended amounting to PhP36,000.00.

The operation stemmed from the Warrant of Arrest issued by Hon. Lordaliza R. Rivera-Mabborang, Acting Presiding Judge, Municipal Trial Court, First Judicial Region, Calasiao, Pangasinan. As a backgrounder, the Warrant of Arrest emanated from a complaint from the victim. Alleging that, on June 29, 2022 between 9:00 PM and 10:00 PM, the victim went to the PCP Poblacion East, Calasiao, Pangasinan, together with her daughter, to inquire about a mauling incident that happened on June 27, 2022 wherein one of the involved individual is her son. When the victim approached the police officer on duty, herein PSMS Manongdo at around 3:00 AM, and when the victim was about to ask the status of her son, PSMS Manongdo, without any apparent reason, grabbed her by the hand and led her inside the PCP and told her daughter to stay outside. Once inside the PCP, PSMS Manongdo put his arm around the victim’s shoulder touching her breast and asked her to have a selfie picture with him and then uttered “pwede ka ba mamaya?” This prompted the victim to free herself but PSMS Manongdo grabbed her again, embraced from behind and touched her breast again and attempted to kiss her lips but the victim was able to free herself and went away.

The arrested person is now temporarily detained at Calasiao Municipal Police Station for documentation and disposition prior to turnover to the issuing court.
