Camp Crame – Eight PNP members including their Station Commander and a civilian asset of Station 2, Angeles City Police Office, in Angeles City, Pampanga, were nabbed by operatives of PNP-IMEG inside the said police station in a planned operation late afternoon of June 02, 2023.

In a report submitted to the Chief, PNP, PGEN BENJAMIN C ACORDA, JR, it was stated that at about 3:45 PM of the aforesaid date, joint elements of Team 3 IMEG- Luzon Field Unit (Lead Unit), IMEG-Counter Intelligence Division; 3SAB, 35SAC, 2SAB, 22SAC together with Angeles City Internal Affairs Service (IAS) and Angeles City Police Office, conducted a surprised inspection at the detention cell of Police Station 2, Angeles City Police Office that resulted in the arrest of the following personnel of the said police station for arbitrary detention:

a. PMAJ MARVIN V AQUINO- (Station Commander);

b. PMSg Romulo G Meligrito-Intelligence/DEU;

c. PSSg Nikko Dave V Marquez-Investigation/Jailer/Desk Officer;

d. PSSg Mark Steven C Sison-Investigation/Jailer/Desk Officer;

e. PCpl Richard R Gozum-Intelligence / DEU;

f. PCpl Diosdado Buenconsejo Villamor Jr-Intelligence/DEU;

g. PCpl Jaypee N Mangilit-Intelligence/DEU; and

h. Esmael B Arviola-(Civilian) asset of arrested PNP personnel (for illegal possession of Cal.38 Revolver with four live ammunitions.

The operation emanated from a complaint personally lodged to the IMEG-LFU office by one of the victims’ daughter after her mother was illegally arrested and arbitrarily detained by personnel of Police Station 2 for alleged violation of RA 9165 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002” at their residence in Angeles City on May 28, 2023, at about 11:00 PM. According, to the complainant, personnel of PS 2 demanded PhP30,000.00 from the victims in exchange for filing of violation of PD 1602 (Illegal Gambling) instead of RA 9165. During the conduct of inspection at PUPC detention cell, it was found out that 13 persons were arbitrarily detained without any single complaint filed against them up to the time of operation. Further, no entry at the official police blotter and in the CIRAS (Crime Information Reporting and Analysis System) of the station in relation to the arrest and other circumstances causing the (continuous) detention of the victims.

The arrested suspects are now temporarily detained at IMEG Custodial Facility, Camp BGen Rafael T Crame, Quezon City for documentation, proper disposition, and eventual filing of appropriate charges before the NPS, DOJ, Manila City.

” The Philippine National Police- Integrity Monitoring and Enforcement Group (IMEG) and the PNP Internal Affairs Service (IAS) would be given “More Teeth” to weed out erring personnel from the service. IMEG is the primary PNP unit going after erring policemen while IAS is in charge of initiating the administrative charges against police scalawags.” CPNP, PGEN ACORDA, JR said in his statement.
