The Philippine National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) Director, PBGEN WARREN F DE LEON announced the arrests of 2 police scalawags through service of Warrant of Arrest to one active Police member for violation of Sec 5 (1) of Anti-Violence Against Women and their Children’s Act of 2004 (RA 9262) followed by the arrest of one former member of the PNP who was Absent Without Official Leave (AWOL) for the crime of Murder.
On October 5, 2023 at about 11:45 AM, personnel of Team 2, LFU-IMEG (Lead unit) and other PNP Units served the Warrant of Arrest against Pat Adrian France Balderas (Active PNP Member) 24 years old, married, resident of Brgy. Cayuganan, Batanes and presently undergoing BISOC training at RSTU-2 (Training Ground) PRO2, Camp Marcelo A Adduru, Dadda, Tuguegarao City, Cagayan Valley for violation of Sec 5 (1) of RA 9262 (Psychological Abuse) the Anti-Violence against Women and their Children Act with bail recommended amounting to PhP72,000.00.
The operation stemmed from the Warrant of Arrest issued by Hon. Leif John L. Robino, Presiding Judge, Regional Trial Court, Second Judicial Region, Branch 23, Roxas Isabela against the aforesaid accused. As a backgrounder, the Warrant of Arrest emanated from the complaint of his ex-girlfriend whose name is withheld during his Field Training phase in Cauayan, City, Isabela in 2021 due to psychological abuse.
The accused is now temporarily detained at Tuguegarao City Police Station.
Three days after the arrest of an active PNP member, an AWOL cop was also arrested by virtue of Warrant of Arrest on October 9, 2023 at about 9:40 PM, in a joint operation led by IMEG NCRFU Team QC, (Lead Unit), and other PNP units assisted by the Home Owners Association Officers, at East Bellvue, San Isidro, Montalban, Rizal against Ex-PCpl Jayvee Rommel A Vicencio, 29 years old, for the crime of Murder Under Art. 248 of the Revised Penal Code with no bail recommended and violation of RA 10591 (Illegal Possession of Firearm) in relation to COMELEC gun ban.
The operation stemmed from Intel Driven Operation of the killing of Patrolman Jefferson Valencia last July 4, 2022 in Caloocan City. The Warrant of Arrest is issued by Hon. Rosalia I Hipolito-Bunagan, Presiding Judge, Regional Trial Court, National Capital Judicial Region, Branch 232, Caloocan City with Criminal Case No. C-122319 (2023) dated March 13, 2023.
